In Luxembourg , Amb. Igor CESAR accompanied Hon. Olivier J.P. Nduhungirehe, Minister of Foreign Affairs and International Cooperation who held productive meetings with both Thomas Östros, Vice President of the European Investment Bank and Serge Wilmes, Minister of Environment of Luxembourg.

They discussed Rwanda's strong partnership with EIB, the Rwanda-Luxembourg shared vision for green development as well as new and ongoing projects e.g. health, early childhood education and climate adaptation.
