Legalization, Authentication of documents and Signatures

The Ministry of Foreign Affairs and International Cooperation of the Republic of Rwanda (MINAFFET), in partnership with Irembo, introduced from June 5, 2024 a digitalized process of legalization of public documents through Apostilles electronic (e-Apostilles).

Rwandan documents intended for use abroad will be processed digitally and be accessible via the online platform Irembo irembo.gov.rw.

To apply for the legalization of documents, please follow the steps below:

  1. Visit the Irembo portal: https://irembo.gov.rw/home/citizen/all_services
  2. Log in to your Irembo account (or create one if you do not already have an account).
  3. Navigate to Foreign Affairs Consular Services.
  4. Select Legalization of Documents from Abroad to be Used in Rwanda.
  5. Select one of the following services, depending on your request:
    1. Legalization of Rwandan Public Documents for Use Abroad (e-Apostilles); or
    2. Legalization of Public Documents Originating from Abroad to be Used in Rwanda.
  6. Choose the document type that best matches your request.
  7. Complete the online application and upload all the required supporting documents as instructed.
  8. Submit your application.

Once your application is successfully submitted and all required documents are verified through Irembo, you will receive an appointment to visit the Embassy in person. There, you will sign the power of attorney in the presence of the embassy’s official.
